Last time it happened I did complain, I got a relatively noncommittal response from the person at the counter who I talked to. It was a while ago now, so I can't remember the exact details, sorry. I guess I'll try again.
It's not regular, but I've missed about 4-5 pieces of mail in the last two years. Though one of those may have been an issue at the university end, since we have two people in the department with very similar names and I've received his pay before in the past.
