I'm clearly completely naive and this will sound ridiculous but...
I think it's because people use it as a weapon (e.g. psychological bullying), and people fear it (e.g. the church, politicians), and even if the mind is willing, the flesh is often too weak in the face of drug addictions, poor diets, poor health, laziness. Cheap thrills are easier than intellectual thrills.
